Arreola said if boulevard parking does not obstruct the view of traffic, and if there is sufficient space in the boulevard for parking, a special permit could be issued. But those who are allowed to do so will have to improve the boulevard by paving it and fixing curbs, Arreola said. Currie is urging landlords throughout the city to ask for variances and, if granted, pave their boulevards as required. "Make it look right, don't just have mudholes," she said.

Clair County is ahead of the game? I do, only because St. Clair County is small enough that we have been able to maintain contacting victims to be able to talk to them about their case. For paid obituaries, see this page. DEATHS Ruthe Bragg reached out to newcomers By SEVIL OMER Times Herald Ruthe I. Bragg, who rolled out the welcome mat for new residents in Port Huron and Mary-sville for 27 years, died at home Saturday. She was 76. "She was a very outgoing woman who loved the church and people," said her daughter, Marty Bastien of Columbiaville.

Mrs. Bragg, a Port Huron resident for more than 40 years, served as a Welcome Wagon hostess from 1953 until retiring in 1980. As Welcome Wagon hostess, Mrs. Bragg visited newcomers to the community, and brought greetings from public officials to recently engaged and expectant parents. She was forced to quit at age of 66 because of failing eyesight.

Mrs. Bragg eventually went blind, her daughter said. If Mrs. Bragg had had her way, she would never have stop working, her daughter said. "It just made her sick to quit." Mrs.

Bragg, born Nov. 26, 1913 in Amadore in Sanilac County's Worth Township, graduated from Brown City High School in 1932 and dreamed of being a Sunday school teacher or a missionary. Those dreams turned to commitment to the church, and she eventually became an elder of Westminster Presbyterian Church. She helped the Christian Women's Club, Church Women United and Peru Village Bible Study. She also was a member of the Blue Water League of the Blind.

Mrs. Bragg is survived by her daughter, two sons, seven grandchildren, a brother and several nieces and nephews. Services will be 9:30 a.m. Tuesday in Pollock-Randall Funeral Home. Visiting is 24 p.m.

Renee Worth Verth wins Miss Blue Water competition Renee Werth of Kimball Township was crowned Miss Blue Water 1989 Saturday night at McMorran Place.

Werth, 21, is a student at Oakland University. The first runner-up is Deborah Dyer, 21, of Burtchville Township, who won the talent competition. Karen Campbell, 23, of Fort Gratiot Township was the second runner-up. The pageant is the first step for Werth on the road to Miss America. The top two winners will receive scholarships sponsored by Mueller Brass Co.
