Thursday Nov. 19, 1981 Clean water research future re murky Gannett News Service CLEVELAND The International Joint Commission was told Wednesday that budget cuts sought by the Reagan administration could have a particularly severe effect on water quality in the Great Lakes. According to the commission's Science Advisory Board, the proposed cuts would result in more than a 50 percent reduction in research and surveillance programs involving the lakes. The commission is the bi-lateral agency responsible for reporting to the United States and Canada on pollution problems in the Great Lakes.

The science board presented its report Wednesday in connection with the commission's annual water quality meeting here. In an unusually strong statement, the board declared: "The agencies and laboratories which normally carry out research on the Great Lakes have been demoralized, and, in some cases, immobilized by the uncertainties of the present chaotic budgetary situation. "Planning for continuing and new research programs is in disarray," the board charged. Tobiczyk MARYSVILLE Edward F. Tobiczyk, 52, died Monday, Nov. 16, 1981, in University Hospital, Ann Arbor, after a short illness. He was born Nov. 4, 1929, in Detroit, and had lived in Marysville since 1963.

He married Iris Horsley Nov. 11, 1950, in Detroit. Mr. Tobiczyk was an account executive for the Chrysler Corp. He is survived by his wife; three sons, Daniel, Alan and Gary, all of Marysville, and a brother, James, and a sister, Mrs.

Rose Colesky, both of Dearborn Heights. Cremation was in Woodmere Crematory, Detroit. Arrangements are being made by the Colonial Chapel Funeral Homes-St. Clair. Fred Parker Marlette Road, died Wednesday, Nov.

18, 1981, in his home. He was born March 23, 1900, in Buel Township, and was a longtime Croswell resident. He married Vera Carney June 22, 1925, in Croswell. Mr. Parker was a farmer.

He was a member of the Applegate Methodist Church and Lodge 469, He is survived by his wife; seven sons, Elwin, Port Huron, Ronald, Utica, Herbert, Applegate, Leon, Mount Clemens, Bruce and James, both of Lake Orion, and Paul, Capac; four daughters, Mrs. Clarice Tubbs, Applegate, Mrs. Lucy Monzo, Utica, Mrs. Alma Havens, Bad Axe, and Mrs. Sybil Winters, Pontiac; 40 grandchildren; and 12 great "Services will be held at 1:30 p.m.

Saturday in the Pomeroy Funeral Home. Burial will be in Croswell Cemetery. Visiting begins at 7 p.m. today. Memorials may be made to the Muscular Dystrophy Association.

CROSWELL Fred Parker, 81, Edward R. Strozeski HAMTRAMCK Edward R. Strozeski, 51, a former Dwight Township resident, died Tuesday, Nov. 17, 1981, in his home. He was born Aug.

10, 1930, in Dwight Township and had lived in this area until 1964. -Mr. Strozeski was a machine operator at Eland Tool Warren. He is 3 survived by three sisters, Mrs. Joseph (Marsha) Lerash, Bad Axe, Mrs.

Richard (Celia) Gwisdalla, Warren, and Mrs. Alice Heilig, Sterling Heights; and two brothers, Floyd Byarski, Kinde, and Benjamin Byarski, Hamtramck. A brother died earlier. Services will be held at 11 a.m. Saturday in St.

Mary's Catholic Church, Dwight. The Rev. Harold R. Sikorski, pastor, will officiate. Burial will be in the church cemetery.

In an interview, Ragotzkie indicated the Reagan administration's original budget proposals would have reduced funding for Great Lakes research and enhancement from about $30 million in 1981 to barely $3 million in 1982.

Due to congressional resistance to some of the cuts, Ragotzkie says it now appears that about $13 million will survive for Great Lakes programs in the 1982 fiscal year. He emphasized that the situation remains murky because the congressional budget process is still ongoing, but he remains hopeful that even more of the Reagan cuts will be restored. Buffington, 54, of 3112 Rabidue Road, died Thursday, Nov. 19, 1981, in Port Huron Hospital after a short illness. She was born Sept. 5, 1927, in Port Huron, where she lived most of her life. She married Harold Buffington in 1947.

Mrs. Buffington was supervisor of Conrad's Poultry Farm. She was a member of the First United Methodist Church. She is survived by her husband; three daughters, Mrs. Nic (Linda) Toodzio, North Street, Mrs.

Richard (Barbara) Woolman, Illinois, and Sara L. "Sally," Port Huron; three sons, Dennis David C. and Donald and his mother, Mrs. Glen (Garnet) Chase, all of Port Huron; a sister, Mrs. Larry McElrae, Brights Grove, Ontario; brother, Eugene G.

Chase, Texas; and 10 grandchildren. Arrangements are incomplete. Visiting is from 7 to 9 p.m. today and 2 to 4 and 7 to 9 p.m. Friday in the Arthur Smith Funeral Homes-South Chapel, Port Huron.

Alpena residents begin recall drive ing alone for the Great Lakes is now facing a greater than 60 percent cut and urged that the cuts be more in the order of 15 percent. Dr. Donald Mount, chairman of the board's U.S. section, said the proposed cuts already have led to the loss of several scientists at the Great Lakes Research Facility.

"We may be able to work with less money, but we can't do it without people," he said. The board's plea got a mixed reaction from Reagan appointee Robert McEwen, recently named chairman of the commission's U.S. section. "I'd like to think the cuts will ultimately be less than that," he said of the projected reduction in Great Lakes research. However, McEwen also con- UAW cites perversion of contract DETROIT (AP) The United Auto Workers union says General Motors latest attempt to persuade workers to accept wage and benefit concessions is a perversion of the contract between the carmaker and the union.

The union reaction came Wednesday as GM and Ford Motor Co. intensified their campaigns to cut labor costs through contract concessions from workers. GM said in a 35-page memo released Tuesday to divisional general managers that the automaker is facing "the toughest competitive battle of its history. How we perform during the next few years will determine whether the corporation will survive as a producer of motor vehicles." Both automakers have been pushing for the concessions since January, saying they must slash labor costs to compete against foreign companies with a cost advantage of up to $1,500 per car. ALPENA (AP) Four citizens are launching a recall campaign against five school board members in the Alpena district, which closed for weeks last month after running out of money.

Calling themselves United Public Voice, the citizens allege the five school board members allowed the cash-strapped Alpena system to spend beyond its means and authorized pay increases for teachers despite a financial crisis, the secretary of the group, Julie Gilmore, said Wednesday. Gilmore said she and three other Alpena County residents will ask supporters to collect 4,000 signatures on petitions demanding an election to recall board members Carol Andrews, James R. Arbuckle, Patrick Brandt, Ralph Diethelm and Henry Stibbitz. Alpena schools closed Oct. 16 when the district ran out of operating money.

They reopened Nov. 3 after district voters approved a millage renewal in an Oct. 30 election. Two school board members elected in that vote, Ronald Walters and Kenneth Wyers, were not named in the recall petitions. Now thru Nov.

Friederichs Dies at 76 Adam Friederichs, area businessman MARINE CITY -Adam J. Friederichs, 76, of 535 E. St. Clair died Wednesday, Nov. 18, 1981, in Oakwood Hospital, Dearborn, after a short illness.

He owned and operated the Friederichs Funeral Home and Friederichs Furniture Store and was affiliated with the Colonial Chapel Funeral Home. He was commodore of the Marine City Boat Club and a former city commissioner. Mr. Friederichs was born Oct. 30, 1905, in Marine City, where he was a lifelong resident.

He married Mildred Beauchamp Jan. 15, 1931, in Marine City. Mr. Friederichs was a 1927 graduate of Renards Embalming School, New York. He was a member of the Michigan Funeral Directors Association.

He was a parishioner of Holy Cross Catholic Church and was a past president of its Ushers Club. He was past president of the Marine City Lions Club. He was a former member of the Southeastern Michigan Conservation Club and the Old Newsboys. He is survived by his wife; two sons, Andrew R. and Robert Marine City; three grandand one greatgrandchild.

Services will be held at 9:30 a.m. Saturday in the Colonial Chapel Funeral Home and at 10 a.m. in Holy Cross. The Rev. Donald Bartone, pastor, will officiate.

Burial will be in the church cemetery. Visiting begins at 7 p.m. today. A rosary will be recited at 8 p.m. Friday.

John's Hospital, Detroit, after a long illness. He was born Dec. 29, 1913, in Detroit. He married Malva Bandlow, Dec. 3, 1943, in Casco Township.

Mr. Krause is survived by his wife; a daughter, Mrs. Thomas (Janice) Hebel, Richmond; two brothers, Theodore, Marlette, and Herman, Sterling Heights; two sisters, Mrs. Laura Bandlow, Grosse Pointe Woods, and Mrs. Ann Heldeguard, Detroit; and two grandchildren.
